I am using the logutil command "open omrs 9". This command displays the Maintenance Managers Morning report. is there a way to change the time of day this command is used? It seems I can not use it after 5pm or on the weekends. Thanks .

Try a >findtab om
Of the tables returned one of them should be "omreport". The "number 9" report in that table should be the one you're looking for with scheduling parameters, or - in the event someone else is using #9 - perhaps best to create new OMRS log using an available, unused report number so not modifying someone elses.
